Welcome to the Ripon Unified School District Contractor Information page. Notice is hereby given that the District has elected to participate in the California Uniform Public Construction Cost Accounting Act (CUPCCAA), as enacted under Public Contract Code Sections 22000-22045. This program allows Ripon Unified to utilize a streamlined informal bidding process for public works and maintenance projects, ensuring that we can maintain our facilities efficiently while upholding the highest standards of transparency and fiscal integrity. In accordance with PCC Section 22032, projects falling within specific cost thresholds may be let to contract by the informal procedures set forth in the Act.
 
We invite all licensed contractors and vendors to complete and submit the CUPCCAA Contractor/Vendor Application through Quality Bidders in order to be considered.
 
Requirements for Bidders
 
  • Contractors and subcontractors must be registered as public works contractors with the Department of Industrial Relations (DIR), as required by Labor Code Section 1771 and Title 8 of the California Code of Regulations.
  • Contractors and subcontractors are required to furnish electronic certified payroll records directly to the Labor Commissioner, either weekly or within ten (10) days of any request by the District or the Labor Commissioner. 
 
CUPCCAA Bid Thresholds (Effective January 1, 2025)
 
  • $75,000 or less - Public agencies may use force account (District Employees), a negotiated contract, or a purchase order. 
  • $75,000 to $220,000 - Informal bidding procedures may be used.
  • More than $220,000 - Formal bidding procedures are required.
 
Informal Bid List
 
Contractors who submit complete and proper documentation will be placed on Ripon USD's Informal Bid List for the 2026 calendar year. The CUPCCAA list is updated annually each November. To remain on the list, contractors must submit a new application each year. Inclusion on the list does not guarantee notification or participation in all RFQ, RFP, or bid requests. Notices will be distributed according to the trade category being bid, and the District may also advertise opportunities in designated trade journals. 
 
District Rights
 
The Ripon Unified School District Board of Education reserves the right to:
  • Reject any and all applications or bids.
  • Waive minor irregularities.
  • Make decisions deemed to be in the best interest of the District.
